Project: WHSD (Western High Speed Diameter) for Northern Highway Capital (agent in Public Private Partnership from the municipality of Saint Petersburg)
Performer : JV (Italy)/ (Turkey) (50%-50%) – Type of contract: EPC
Building the central section of the ring road in the city of St. Petersburg. Within this section, it is planned to construct an overpassing metal bridge 40 meters wide and 10 km long. In front of the harbor such a bridge will include two metal backstays outstretched towards the sea.
Contract value: about 2.2 billion ˆ -- Duration of contract: 36 months -- Relocation: February 2012 -- Construction starting: April 2012.
As General Contractor will transfer all the activities. The work is expected to be segmented in 7 sites.
Role: HEALTH, SAFETY & ENVIRONMENT MANAGER (HSEM)
a) Reports to the Project Manager;
• As the Occupational Health & Safety Manager, has the necessary independency and authority to implement, maintain and inspect OHS and Environmental Management policy rules;
b) Main responsibilities and duties are as follows:
• Directs and coordinates the below mentioned sections:
HSE Engineer;
Fire Engineer;
Environmental Engineer;
Medical Services
• Directly responsible for the Project Occupational Health and Safety Management;
• Reviews sections of the contract regarding occupational health and safety within his responsibility, project, terms and regulations, ensures to clarify imperfective and unclear matters if there is any;
• At the building stage, prepares the Occupational Health and Safety Plan consisting the way that the project plants should be arranged;
• Reviews sections of the contract regarding engineering and technical matters, project conditions and regulations for the construction of the project and ensures to clarify imperfective, unclear matters if there is any;
• In line with the approval of the Project Manager, determines and recruits personnel profile and needs regarding his own department with the coordination and support of the Personnel Department;
• Determines and implements promotion and rewards of the personnel of his own department in line with the approval of the Project Manager;
• During the construction, takes pioneering role in taking decisions for the development or improvement of the quality, in making evaluations and in execution of the regulations;
• Ensures and controls that the procedures are implemented by the sections/people reporting to him;
• Supports Project Manager in arrangement of the Project Organization chart;
• During the project, supervises the implementation of Occupational Health and Safety plan, informs related department managers and persons in charge regarding the detected deficiency or faults and informs the Project Manager unless they are remedied;
• Prepares the records of risk evaluation, management declaration, related procedures, occupational safety meeting minutes, fire and emergency action plan, environmental protection plan, electrical system plan etc.;
• Assists Project Management and Department Management in the determination of management program regarding the targets and policy of the Occupational Health and Safety System;
• Coordinates the activities related to the project’s OHS Department and Occupational Health and Safety Engineers;
• Determines and evaluates danger and the risks and arranges Risk Assessment Form;
• Notifies the Project Manager regarding all the inappropriate conditions and accidents occurred at site;
• Gathers, collects and files all the documents in respect of accidents, injuries and statistics related to these matters;
• Coordinates the execution of all the preventive and corrective actions related to OHS;
• Prepares monthly Project reports regarding Occupational Health and Safety;
• Checks the project subcontractor’s OHS performance through the Subcontractor Evaluation Forms;
• Cooperates with the QA/QC Department in the preparation of OHS Management plans, procedures, instructions and other related documents (control lists etc.) to be in accordance with the current regulations and/or instructions in the Contract;
• Takes place in the Occupational Health and Safety Committee as “Vice Chairman”;
• Gives OHS related trainings and daily tool-box talks to project sections and personnel;
• Periodically inspects project sites with the approval of the Project Manager and ensures that the related check lists are completed and put into practice;
• Ensures that the records of risk evaluation, management declaration, practice training, daily job training talks, occupational safety meeting minutes, fire and emergency action plan, environmental protection plan, electrical system plan etc. are properly kept and ensures that necessary check lists are completed and put into practice;
• Determines the materials related to the Occupational Health and Safety to be used during the project. Provided through the Purchasing Department, ensures the distribution to all related departments and monitors the usage;
• Ensures the preparation of Accident Reports and related documents;
• Ensures to take necessary precautions regarding the occupational safety by establishing the Project Occupational Health and Safety Committee with the approval of the Project Manager and monitors the practice;
• Ensures to take necessary precautions by keeping construction work register regularly and orderly;
• Ensures the delivery of personal safety equipment like safety boots, helmet, safety belt, reflector vest by debiting and personally explains the usage of these equipment by demonstrating and monitors;
• Throughout the project, preserves all the records related to the occupational health and safety and forms an archive by orderly arranging other documents generated and issued by his own department (as digital and hard copy);
• During the construction, takes pioneering role in taking decisions for the development or improvement of the quality, in making evaluations and in execution of the regulations;
• Ensures and controls that the procedures are implemented by the sections/people reporting to him;
• Detects nonconformities during the project construction period and requests QA/QC Department for the necessary corrective actions;
